The UAE is moving from PDF and paper invoices to structured electronic invoices that are exchanged through accredited service providers and reported to the Federal Tax Authority. The Ministry of Finance started a pilot in July 2026, and the mandate rolls out in phases from 2027.
Key dates announced so far
- Businesses with revenue of AED 50 million or more: appoint an accredited service provider by 31 July 2026; e-invoicing mandatory from 1 January 2027.
- Businesses with revenue below AED 50 million: appoint a provider by 31 March 2027; mandatory from 1 July 2027.
- Government entities: mandatory from 1 October 2027.
Penalties have been announced for missing deadlines, so it’s worth planning early. Always confirm the latest rules and your obligations with the Ministry of Finance, the FTA or your tax adviser; this article covers the technology side only.
What changes for your systems
E-invoicing isn’t just a new invoice template. Your accounting or ERP system needs to produce invoices in the required structured format and connect, usually through an accredited service provider, to the national exchange. That affects several parts of your IT:
- Accounting / ERP software must support the UAE e-invoice format or integrate with a provider that does.
- POS systems in retail and hospitality must pass sales data correctly to your invoicing system.
- Reliable internet and networking become essential, because invoices are transmitted in near real time.
- Data security and backups matter more when financial records live in connected cloud systems.
- User access should be controlled so only authorised staff can issue or change invoices.
An IT readiness checklist
- List every system that creates invoices: accounting, ERP, POS, e-commerce, billing tools.
- Ask each vendor how and when they will support UAE e-invoicing, and whether upgrades are needed.
- Check your POS integration and upgrade terminals or software where required. See POS systems.
- Strengthen connectivity with business-grade internet, a backup line and a properly configured firewall.
- Secure your data with multi-factor authentication, role-based access and tested backups.
- Test early with your provider before your mandatory date.

Frequently asked questions
Is a PDF invoice by email still valid after the mandate?
For businesses in scope, invoices will need to be issued in the structured electronic format through the approved system. Confirm the details for your business with your tax adviser.
Do we need new POS hardware?
Not always. Often a software update or integration is enough. We can review your current setup and tell you what’s needed.
